You Get What You Pay For
For the most part you get what you pay for, but still, there is throwing your money away and there is getting value for your money. I prefer the second option. You don't always have to spend a lot of money to get a quality product, but you may want to after you have done some research. Once you have your new camera you will also want to take some time to Learn how to use it!
What Criteria?
What type of criteria does one use to rate digital cameras and compare them to their competitors?

Price comes to mind first for most people
- Quality of the product
- Can I add to it later?
I think one of the first things that come to mind for most people will price, especially in the economy we find ourselves these days. The price of a digital camera can range from a mere $20 to several thousand dollars. I am going to assume that most people looking at this site will not be professional photographers that want to rate digital cameras, but rather an everyday Joe, that is probably a little confused by all the choices, and so the ones rated on this site will not be over a thousand.
Choose Quality
Quality will be another criteria to look at, and in this context I don't mean so much what makes it quality for you, but more along the lines of "is it going to fall apart after I have had it a week?" No matter how much money you spend, you want to make sure it is not wasted.
What else?
How about ease of use? Some cameras are very easy to use, they have easy to understand icons and user friendly interfaces. And then there are some that you could spend all day trying to figure out how to change the batteries.
I personally like a camera that is easy to use and understand, not only for taking pictures with, but also for downloading those pictures onto the computer or at the photo developer for printing.
Accessorize
Accessories are a biggie in my book. Just because I am a beginner when I buy the camera does not mean I will always be a beginner. Are add-ons available for me to purchase at a later date, when I learn how to use my new toy? I like toys that at least have the option to grow with me, so as I become more savvy, I can increase my options.
